Floodplain Management Services: Wood County, Wisconsin, Groundwater Study

U.S. Army Corps of Engineers, St. Paul District
Published Sept. 4, 2025
Purpose

This program educates individuals who live and work in floodplains on flood hazards and the actions that those individuals can take to reduce property damage and prevent the loss of life. The program’s objective is to foster public understanding of the options for dealing with flood hazards and to promote prudent use and management of the nation’s floodplains.

The program provides the full range of technical services and planning guidance that is needed to support effective floodplain management. The most common types of studies focus on floodplain delineation, flood hazard evaluation, dam break analysis, hurricane evacuation planning, flood warning and preparedness, regulatory floodway analysis, comprehensive floodplain management, flood risk reduction, urbanization impacts, storm water management, floodproofing, and inventory of flood-prone structures. The program also aids with conducting workshops and seminars on nonstructural floodplain management measures such as floodproofing.

Location

Projects in the Floodplain Management Services program occur throughout Wisconsin. This project targets the southeastern area of Wood County, Wisconsin, in central Wisconsin.

Description

This project was initiated through an ongoing partnership with Wisconsin Department of Emergency Management and the Wisconsin Silver Jackets team. The products are conceptual and detailed groundwater models of the Wood County area, focusing on the southeastern area of the county. Ongoing issues with surface water flooding were determined to be caused in large part by regional and local groundwater flow patterns.

Status

Fieldwork for data logger installation for the Wood County, Wisconsin, Groundwater Study was completed. Data loggers were installed on public (Department of Natural Resources) land where available and on select private property at property owners request.

  • Pre-coordination meetings were held with homeowners where siting was needed in backyards on private property.
  • The data loggers were installed in October 2024 and abandoned in May 2025.
  • Data from the loggers were collected after snowmelt in spring 2025. USACE will hold more discussions with local sponsors on what products they will need.

Philadelphia District groundwater modelers will perform the modeling work.

Authority

The Floodplain Management Services program is authorized by Section 206 of the Flood Control Act of 1960 (Public Law 86-645), as amended.
