Purpose
The Fountain City Service Base (FCSB) Building 9 Replacement Project is a two-phase project to improve the function and safety throughout the service base. The two objectives of the project are to replace the deteriorated mooring dolphins on the west side of the Fountain City harbor channel and modernize the service base.
Location
The project is located at the FCSB in Pool 5 of the Upper Mississippi River, in Fountain City, Wisconsin.
Description
The FCSB sustainment and modernization project completed as of July 2023 included significant regrading and a new storm drainage network. As a result of the regrading, the existing Building 9 had to be demolished.
Building 9 will be rebuilt to provide more operational maintenance and storage capability for FCSB. The building will include storage space including both air-conditioned and non-air-conditioned space. It will also include restrooms and a break room.
Status
The project is awaiting operational budget funding to begin its district quality control review process. Following review, the project will go out to solicitation for architect-engineer design in fall 2025, with award scheduled at the end of fiscal year 2025 based on available funding.
Authority
Congress authorized the Upper Mississippi River 9-Foot Channel Navigation Project as part of the River and Harbor Act, approved July 3, 1930.
Funding
The design and construction of this work will be completed with 100% federal funds.
