Floodplain Management Services: North Dakota

Purpose

This program educates individuals who live and work in floodplains on flood hazards and the actions they can take to reduce property damage and prevent the loss of life. The program’s objective is to foster public understanding of the options for dealing with flood hazards and to promote prudent use and management of the nation’s floodplains.

Projects in the Floodplain Management Services program occur throughout North Dakota.

Description

This program provides the full range of technical services and planning guidance that is needed to support effective floodplain management. The most common types of studies are floodplain delineation studies, flood hazard evaluations, dam break analyses, hurricane evacuation studies, flood warning and preparedness studies, regulatory floodway analyses, comprehensive floodplain management studies, flood risk reduction studies, urbanization impact studies, storm water management studies, floodproofing studies, and flood-prone structure inventories. The program also aids with conducting workshops and seminars on nonstructural floodplain management measures such as floodproofing.

Status

A Souris River hydrology and hydraulic study was requested by the North Dakota State Water Commission in response to the record flood of 2011. The program was used to fund field surveys, hydrologic modeling of the Souris and Des Lacs watersheds, and numerous hydraulic model developments from the Canadian reservoirs in Saskatchewan to the downstream border at Manitoba. These funds were leveraged with other studies by the North Dakota State Water Commission, the Souris River Joint Board, Federal Emergency Management Agency and the Silver Jackets Program. There is sponsor interest in other studies for fiscal year 2025 and beyond.

Completed work

  • Discharge-frequency curves for the Sherwood and Westhope river gages were produced in fiscal year 2025
  • Red River of the North gage datum conversion from NGVD29 to NAVD88 was completed in fiscal year 2024 with Infrastructure Bipartisan Infrastructure Law funds
Authority

The Floodplain Management Services program is authorized by Section 206 of the Flood Control Act of 1960 (Public Law 86-645), as amended.
