Purpose
The purpose of this work is to repair the levee system banks that were damaged in 2022 spring floods in Oslo, Minnesota.
Location
The Oslo levee is in Marshall County, Minnesota, and is adjacent to the right descending bank of the Red River of the North at mile 274.5.
Description
In April 2022, the Red River of the North basin experienced a localized rain event in the Sheyenne River subbasin. This rain event, in combination with rapid snow melt, created severe flooding in North Dakota and Minnesota. High winds caused wave action, resulting in erosion along the Oslo levee slope. The erosion required approximately 4,000 linear feet of repair, including impervious fill replacement, topsoil placement, and seeding.
The Oslo levee is a ring levee system that protects the entire town of Oslo, Minnesota. It was initially constructed in 1983, and major modifications were conducted in 2012 to eliminate bank stability issues.
The levee has an active status in the U.S. Army Corps of Engineers Rehabilitation and Inspection Program and is currently eligible for Public Law 84-99 funding. The last inspection before the high-water event of 2022 was in 2018, and the overall condition of the river channel was good.
Status
The contract was awarded in April 2025, and construction was completed in July 2025. This project is in fiscal closeout.
