Purpose

The purpose of this work is to repair the levee system banks that were damaged in 2022 spring floods in Oslo, Minnesota.

Location

The Oslo levee is in Marshall County, Minnesota, and is adjacent to the right descending bank of the Red River of the North at mile 274.5.

Description

In April 2022, the Red River of the North basin experienced a localized rain event in the Sheyenne River subbasin. This rain event, in combination with rapid snow melt, created severe flooding in North Dakota and Minnesota. High winds caused wave action, resulting in erosion along the Oslo levee slope. The erosion will require approximately 4,000 linear feet of repair, including impervious fill replacement, topsoil placement, and seeding.

The Oslo levee is a ring levee system that protects the entire town of Oslo, Minnesota. It was initially constructed in 1983, and major modifications were conducted in 2012 to eliminate bank stability issues.

The levee is active in the U.S. Army Corps of Engineers Rehabilitation and Inspection Program and is currently eligible for Public Law 84-99 funding. The last inspection before the high-water event of 2022 was in 2018, and the overall condition of the river channel was good.

Status

The repairs project has been advertised, and a contract will be awarded in the spring of 2025. The repairs are scheduled to be completed within the 2025 construction season.

Original Project: This work is authorized under Section 205 of the Flood Control Act, approved June 30, 1948.
Emergency Repairs: This work is authorized under Public Law 84-99.

Funding

The design and construction of this effort will be completed with federal funds.
