The U.S. Army Corps of Engineers, St. Paul District employee, Jim Rand, from Trempealeau, Wisconsin, is one of four Civil Servant of the Year award recipients.

The St. Paul District presents this annual award to the top three or four of its 700 employees. Rand, a 21-year Corps of Engineers employee, serves in the operations division as the chief of locks and dams. Selected for the Unsung Hero Award, Rand ensures the navigation industry and recreating public have timely and safe transit through our lock and dam facilities that are vital to the economy of the region and the nation.

“Jim demonstrates an exceptional personal commitment to the district’s navigation mission,” said Kristin Moe, St. Paul District navigation branch chief. “He works tirelessly behind the scenes, often overcoming extraordinary challenges, to provide outstanding 24/7 service for our navigation customers while maintaining the health of the workforce. Jim is truly deserving of this award.”

Rand received the award at the 45th Annual Minnesota Federal Civil Servant of the Year awards banquet in Brooklyn Center, Minnesota, May 3.

The St. Paul District office employs about 700 people in 41 field sites in five states, and has headquarters in downtown St. Paul, Minnesota. The Corps of Engineers serves the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response.
