Purpose
The U.S. Department of Veterans Affairs (VA) is a customer of the U.S. Army Corps of Engineers (USACE), and the agencies have a national-level interagency agreement in place for Interagency and International Support. USACE’s support will fill a need for the VA regionally by providing rehabilitation and construction services for health care facilities for veterans and their families.
Location
The VA has 23 healthcare networks. The Midwest Veterans Affairs Integrated Service Network, also known as VISN 23, serves more than 430,000 enrolled veterans and their families residing in the states of Iowa, Minnesota, Nebraska, North Dakota, South Dakota, and portions of Illinois, Kansas, Missouri, Wisconsin, and Wyoming.
Description
Healthcare services in VISN 23 are delivered through an integrated system of 8 hospitals, 63 community-based outpatient or outreach clinics, 8 community living centers, and 4 domiciliary residential rehabilitation treatment programs. VISN 23 employs over 12,500 full-time employees and has an annual operating budget in excess of $2.5 billion. The remodeling and upgrades to these facilities will allow the VA to deliver those important services to veterans and their families.
Status
USACE supports the Minneapolis and St. Cloud VA Medical Centers (Minnesota) with design and construction oversight. USACE has supported VISN 23 in construction oversight, design-build services and contract administration services.
In fiscal year 2025, the three project agreements were as follows:
- Closeout of window/facade contracts at the Minneapolis VA Medical Center
- Closeout of Roads West construction at the St. Cloud VA Medica Center
- Ongoing construction oversight support at the St. Cloud VA Medical Center and parking lot.
In fiscal year 2026, only one project agreement is expected to complete construction oversight support at the St. Could VA Medical Center.
