A total of 2.34 acres of the site would be “no credit” areas consisting of the Northern Natural Gas Company easement and open water.

    Special Public Notice - Wisconsin Department of Transportation and Water Resources Reform and Development Act Agreement - This Special Public Notice announces the preliminary intent of the Saint Paul District of the U.S. Army Corps of Engineers (Corps) to accept and expend funds from the Wisconsin Department of Transportation (WisDOT) to expedite processing of WisDOT’s Department of the Army (DA) permit applications pursuant to Clean Water Act Section 404 (13 U.S.C. 1344) and/or Rivers and Harbors Act Section 10 (33 U.S.C. 403). This Special Public Notice solicits comments from the general public on the subject of acceptance and expenditure of funds contributed by WisDOT to expedite the evaluation of Corps DA permit applications. The authority to accept and expend funds from non-Federal public entities was made permanent by the passage of the Water Resources Reform and Development Act (WRRDA) of 2014 (Public Law No. 113-121) on June 10, 2014.

    PUBLIC NOTICE: The sponsor is proposing to develop Maywood Farms wetland mitigation band. The proposed bank site is approximately 54 acres in size, including upland buffer areas. The proposed bank service area (BSA) is 7 within the Rum River watershed. The proposed bank is located within a bank service area experiencing a shortage of wetland banks credits. The sponsor’s goal for the project is to restore wetland hydrology by breaking tile and disabling drainage ditches within this agricultural site. In addition to generating wetland credits onsite, this restoration would provide high quality wildlife habitat, pollinator-friendly habitat, outdoor recreation opportunities, and water quality improvements.

    PUBLIC NOTICE: The sponsor is proposing to develop the Leach Farms Stream Bank. The proposed bank site is approximately 295.6 acres in size, including upland buffer areas. The proposed mitigation design concept includes re-meandering approximately 3,973 linear feet of a channelized segment of Pumpkinseed Creek, creating bedform diversity in the construction of pools and riffles, installing native vegetation along riparian corridor of Pumpkinseed Creek, and removing the pump that discharges drainage ditch water directly into Pumpkinseed Creek and Lake Poygan.

  • Joint Public Notice - Beta Streamflow Duration Assessment Method for the Great Plains

    Joint Public Notice - Beta Streamflow Duration Assessment Method for the Great Plains - The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Omaha, Rock Island, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, and 8, jointly announce the availability of the Beta Streamflow Duration Assessment Method (SDAM) for the Great Plains (dated September 2022). The method is a rapid assessment tool to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northern and Southern Great Plains SDAM Regions. The beta SDAM may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, this method does not alter or change the definition of “Waters of the U.S.”

  • ANNOUNCEMENT OF INTENT TO ISSUE REGIONAL GENERAL PERMITS

    PUBLIC NOTICE: This public notice is to inform the public of the St. Paul District’s (District) intent to develop one new regional general permit (RGP) and re-issue seven RGPs for work in waters of the U.S. associated with utility lines, linear transportation, and other minor activities. The new RGP is intended to be associated with stream bank stabilization and accompanying habitat improvement activities. The RGPs are proposed for use in Minnesota and Wisconsin, including Federally recognized American Indian reservations, to authorize work in waters of the U.S. that would result in no more than minimal adverse effects, individually and cumulatively.

    SPECIAL PUBLIC NOTICE: Release of Automated Wetland Determination Data Sheet (ADS) - On April 6, 2022, the U.S. Army Corps of Engineers (Corps), announced the release of ENG Forms 6116 (1-9), Automated Wetland Determination Data Sheet (ADS), and the associated “User Guide for Automated Wetland Determination Data Sheets” (User Guide). These documents are available at the USACE Regulatory Headquarters website in both Portable Document Format (PDF) and Microsoft Excel (Excel) file formats.

  • Update on the NWP's for MN and WI

    SPECIAL PUBLIC NOTICE: On March 1, 2022, the EPA provided a modification to their October 15, 2021, WQC decision that was applicable to the 34 NWPs (86 FR 73522, 27 DEC 2021) that went into effect on February 25, 2022, in St. Paul District. This modification clarifies the intent of the WQC’s Condition 2. Special Aquatic Sites and is applicable to NWPs 7, 13, and 27. The EPA’s October 15, 2021, Water Quality Certification decision and its March 1, 2022, modification are enclosed with this public notice.
