Programs & Project Management

Function:
The programs and project management division is responsible for project management and general oversight for all district work, including water resources projects, project operation and maintenance, support to other agencies and military projects or programs.

The division:

  • Develops and supports the district's civil works annual and multi-year programs and
  • Develops mission and work requirements, and prepares project schedules and funding needs.
  • Through active monitoring of project progress and costs, the division ensures the district meets its project goals.
  • Works with the district's project teams to define customer needs and commitments and ensure that the district’s products meet customers' expectations.

Mission:
The programs and project management division is responsible for managing the district's civil works and military programs.

Civil Works Public Notices

Restoring Owámniyomni, Minneapolis, Minnesota
In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408) and 16 USC 460d, Owámniyomni Okhódayapi, has requested permission to alter a federal civil works project and to modify, develop and manage federal property under an amendment to its existing lease (Lease Contract No. DACW37-1-24-0016) along with requesting any license necessary to make modifications to the federal project.

City of Northfield Water System Improvement Project
The U.S. Army Corp of Engineers is to provide design and construction assistance to the city of Northfield to construct a roughly 750,000-gallon water tower northwest of the Northfield Hospital and Clinic to provide redundancies to the water system near the hospital and to improve fire protection and storage capacity for the city in the northwest area.

Corps of Engineers seeks comments on moving dredged material in Pool 3
ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, is seeking comments on a draft Environmental Assessment, or EA, for the unloading of dredged material, or river sand, from its Corps Island placement site in Pool 3 of the Upper Mississippi River, located near Red Wing, Minnesota.

Expired (posted for visibility) Mississippi River Pool 10 Mooring Cell Project
The U.S. Army Corps of Engineers, St. Paul District, appreciates the broad public involvement in the Lock and Dam 10 mooring cell project comment period. USACE received more than 80 comments from individual citizens, elected officials, state agencies and the navigation industry with varying perspectives on the draft supplemental environmental assessment. USACE will carefully evaluate all comments received prior to determining if, or how, the project will proceed and will remain in contact with key stakeholders throughout the process. Future updates will be posted to our social media channels. The public notice and associated documents are posted for visibility purposes only. The public comment period expired Jan. 24, 2025.
