Draft Upper St. Anthony Falls Lock and Dam, Disposition Study

Expiration date: 7/14/2025

This integrated disposition study report and environmental assessment presents the results of a USACE disposition study to evaluate whether Upper St. Anthony Falls Lock and Dam should be deauthorized and if the associated real property and government-owned improvements should undergo disposal. Disposal is defined as any authorized method of permanently divesting the Department of the Army of control of and responsibility for real estate.

North Mankato, Minnesota Flood Damage Reduction Project

Evaluated by the U.S. Army Corps of Engineers under the authority of Section 14 of the Rivers and Harbors Act of 1899 (33 USC Section 408), the Minnesota Department of Transportation has requested to redeck and rehabilitate Bridge 07042 (Veteran’s Memorial Bridge) over the Minnesota River.

Kinnickinnic River Aquatic Ecosystem Restoration Project

The Tentatively Selected Plan (TSP) (Alternative 7) in the Feasibility Report and Integrated Environmental Assessment, is to remove both Junction Falls Dam and Powell Falls Dam, restore the Kinnickinnic River through the project area, and enhance the adjacent riparian corridor with implementation of stream restoration features (rock arch rapids, riffle pools, cross vanes, cobble aprons, bank protection and Lunker structures), forest restoration, and marsh restoration.

The U.S. Army Corps of Engineers, St. Paul District, appreciates the broad public involvement in the Lock and Dam 10 mooring cell project comment period. USACE received more than 80 comments from individual citizens, elected officials, state agencies and the navigation industry with varying perspectives on the draft supplemental environmental assessment. USACE will carefully evaluate all comments received prior to determining if, or how, the project will proceed and will remain in contact with key stakeholders throughout the process. Future updates will be posted to our social media channels. The public notice and associated documents are posted for visibility purposes only. The public comment period expired Jan. 24, 2025.
