Kanabec County Project 23-01County Road (CR) 25 is currently a gravel roadway between CSAH 15 and Trunk Highway 65 and serves as a regionally significant route from Onamia to Hinckley. The road supports regional and local freight movement and local residents who live along the road. At its waterway crossings, water will regularly overtop the roadway which presents a hazard to the public and disrupts travel. Additionally, the existing road can only accommodate 5-ton axles, which limits efficient movement of freight and agricultural equipment and materials. The road also has substandard curves which present further hazard to the public.
The applicant requests authorization to reconstruct and make improvements to CR 25. The gravel surface would be replaced with a bituminous surface that would include two12-foot-wide travel lanes, 4-foot-wide shoulders, and 3:1 side slopes. Proposed work also includes excavating new roadside ditches that would be 8 feet wide at their base. Two (2) culvert stream crossings would also be replaced with larger culverts with riprap scour protection installed at the culvert outlets.

2010-04820 LOP PostingThe Applicant is applying for a Department of the Army permit to dredge material from the aquatic bed of Lake Michigan for the purpose of increasing the depth around a private pier to accommodate a larger vessel. Material would be dredged by a mechanical excavator operated from atop a barge positioned within the work area. Excavated material would be placed into specialized dewatering boxes on the barge deck and allowed to dewater overnight before being loaded to dump trucks staged in uplands above the Ordinary High Water Mark (OHWM)
and hauled off-site for disposal. The project would increase the current water depth to 6 feet deep.

Mitigation Bank Public Notice Butterfly MeadowsThe Butterfly Meadows Wetland Bank is a proposed mitigation bank project in Anoka County, Minnesota. The project site is approximately 126.2 acres and is currently being used for sod farming. The objective of the project is to restore 72.2 acres of historical wetlands that have been drained by a system of ditches. The restoration will be achieved by filling the ditches and re-establishing the natural hydrology of the area,
which will support the development of diverse wetland habitats including deep and shallow marshes, wet meadows, and hardwood swamps.

2026 Nationwide Permits (NWP) Background and UpdatesIn the June 18, 2025, issue of the Federal Register (90 FR 26100), the U.S. Army Corps of Engineers
(Corps) published its proposal to reissue 56 existing NWPs, to issue one new NWP, and not to reissue one NWP. To solicit comments on its proposed regional conditions for these NWPs and proposed revocation of certain NWPs within Minnesota and Wisconsin, the St Paul District issued a public notice on June 18, 2025. The St. Paul District’s public notice sought to solicit comment on the District’s proposal to (re)issue 43 NWPs and associated regional conditions and revoke 14 NWPs within Minnesota and Wisconsin.
In the final action published in the Federal Register on January 8, 2026 (91 FR 768), the Corps reissued 56 existing NWPs and issued one new NWP. In that final action, the Corps also reissued the NWP general conditions and definitions. Those NWPs and the NWP general conditions and definitions are effective March 15, 2026. The NWPs will expire on March 15, 2031. After the issuance of the final NWPs, the St. Paul District considered the need for regional conditions for these NWPs.
On March 16, 2026, when the 2026 NWPs go into effect, the St. Paul District will authorize activities under the following 2021 NWPs: 1, 2, 3, 4, 5, 6, 7, 9, 10, 11, 13, 16, 17, 18, 19, 20, 22, 25, 27, 28, 29, 30, 31, 32, 33, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 51, 52, 53, 54, 59, and 60. The 2026 regional conditions, water quality certifications, and CZMA consistency decisions applicable to these 2026 NWPs are provided in this public notice and are outlined in the enclosures to this document.
