The U.S. Army Corps of Engineers, St. Paul District completed its Supplemental Environmental Assessment process for the Fargo, North Dakota/Moorhead, Minnesota, Area Flood Risk Management Project May 2.
Col. Eric Swenson, U.S. Army Corps of Engineers, St. Paul District, commander, signed an environmental document known as a ‘Finding of No Significant Impact’ as a result of the Supplemental EA process. The Supplemental EA discusses proposed modifications and additional analysis for the project since a separate Supplemental EA was completed in February 2019. The proposed modifications identified since 2019 focus on changes along the Sheyenne and Maple rivers, which cross the diversion channel. The new Supplemental EA also discusses additional information that has become available for the Rush River since the completion of the 2013 and 2019 Supplemental EAs.
The documents, to include the FONSI, Clean Water Act Section 404(b)(1) Evaluation Supplement, and responses to public comments, are available on the Corps of Engineers website at: www.mvp.usace.army.mil/FMM_FRM/. The public comment period was Feb. 13 – Mar. 15.
The Corps is working in partnership with the cities of Fargo and Moorhead and the Metro Flood Diversion Authority on the diversion project. This project will provide flood risk reduction for nearly 260,000 people and 70 square miles of infrastructure in the communities of Fargo, Moorhead, West Fargo, Horace and Harwood.
