ST. PAUL, Minn. – The U.S. Army Corps of Engineers Headquarters recently selected Joseph Willging, former St. Paul District chief counsel, as recipient of the George Wolfe Koonce award. The annual award recognizes Corps attorneys for their legal achievement and professional performance. Assistant District Counsel Stacey Person said Willging regularly went above and beyond the duties of his mission during disaster operations, working day and night to respond to and resolve any issue. St. Paul District Commander Col. Samuel Calkins said Willging’s legal analyses and strategies helped the Corps develop and execute critical infrastructure projects while supporting its mission to engineer solutions for the nation’s toughest challenges. The nearly 600 U.S. Army Corps of Engineers, St. Paul District, employees working at more than 40 sites in five upper-Midwest states serve the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. Through the St. Paul District Fiscal Year 2016 $78 million budget, nearly 1,250 non-Corps jobs were added to the regional economy as well as $120 million to the national economy.
