This proposal was previously advertised on public notice on July 1, 2022, and the sponsor has made several revisions to the original proposal. The Sponsor states protection of Douglas County wetlands and tributaries is important to ensure the sustainability of these resources. In 2016, a watershed-based plan for wetland management was developed for the Lake Superior Basin of Douglas County. The recommendations of the advisory committee for public and private projects were compiled within a plan titled “A Watershed Approach to Wetland Management in the Lake Superior Basin”. Based on the criteria and prioritization process, the advisory committee prioritized the watersheds with the largest amount of wetland loss and subwatersheds with greater than 30-40% open land cover as the highest priority for wetland restoration and preservation. These watersheds are vulnerable to surface water, sediment, and pollutant runoff during large storm events to area streams, rivers, and Lake Superior.
