    Lake Ashtabula and Baldhill Dam, Water Control Manual Update

    Expiration date: 6/6/2025

    The Water Control Manual, or WCM, provides operational parameters defining how and when water is stored and released. These include a schedule of releases, conservation pool levels to be maintained during non-flood or drought conditions, and downstream water level constraints. Lake Ashtabula is authorized for flood control and water supply. It is also authorized for the additional purposes of pollution abatement and recreation and fish and wildlife management. The US Army Corps of Engineers has reviewed the existing WCM and is proposing to revise operating parameters to better serve the project purposes. This review resulted in the creation of a draft Decision Document with an Integrated Environmental Assessment. The selected plan does not involve any modifications to the dam structures, but rather is evaluating how to best manage water using the existing project infrastructure.

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (Corps) project has been received and will be evaluated by the St. Paul District. The request will be evaluated by the Corps under the authority of Section 14 of the Rivers and Harbors Act of 1899 (33 USC Section 408). Written comments are being solicited from anyone having an interest in the requested alteration. The comment period closes at the date listed below. Comments will become part of the Corps’ administrative record and will be considered in the decision on the request. Comments supporting, opposing, or identifying concerns that should be considered by the Corps in its decisions process are all welcome. Comments providing substantive information or a rationale for the commenter’s position are the most helpful.

    Expired (posted for visibility) Mississippi River Pool 10 Mooring Cell Project

    Expiration date: 1/24/2025

    The U.S. Army Corps of Engineers, St. Paul District, appreciates the broad public involvement in the Lock and Dam 10 mooring cell project comment period. USACE received more than 80 comments from individual citizens, elected officials, state agencies and the navigation industry with varying perspectives on the draft supplemental environmental assessment. USACE will carefully evaluate all comments received prior to determining if, or how, the project will proceed and will remain in contact with key stakeholders throughout the process. Future updates will be posted to our social media channels. The public notice and associated documents are posted for visibility purposes only. The public comment period expired Jan. 24, 2025.
