U.S. VIRGIN ISLANDS - Lt. Col. Jason Toth, St. Paul District deputy commander normally but deployed to be deputy commander of the Corps' U.S. Virgin Islands Recovery Field Office, and Sean O'Donnell, chief of the Recovery Field Office, review a draft assessment report from the Infrastructure Assessment Planning and Response Team Nov. 25, 2017.
