WEBVTT 00:04.090 --> 00:06.090 My name is Jim Cook . I'm a project 00:06.090 --> 00:08.146 manager . I've been with the ST Paul 00:08.146 --> 00:10.368 District of the Army Corps of Engineers 00:10.368 --> 00:10.189 for about a year . Now , with this 00:10.199 --> 00:12.366 project , we are upgrading the support 00:12.366 --> 00:15.119 system on which the M gates hang . The 00:15.130 --> 00:17.600 M gates are the lock systems which 00:17.610 --> 00:20.440 allow us to move river traffic up and 00:20.450 --> 00:22.172 down the river . We enable the 00:22.172 --> 00:24.394 transport of bulk commodities , grain , 00:24.394 --> 00:27.280 concrete things that we can move up and 00:27.290 --> 00:30.215 down the river by barge far less 00:30.225 --> 00:32.735 expensively than by truck or by train . 00:32.744 --> 00:34.784 So the timing for this project , we 00:34.794 --> 00:37.775 started , the engineers started design 00:37.784 --> 00:39.840 work for some of the components that 00:39.840 --> 00:41.673 are getting installed . Now , we 00:41.673 --> 00:43.705 started that work in July , very 00:43.715 --> 00:45.826 deliberate timeline because there's a 00:45.826 --> 00:48.048 narrow window in which we could do this 00:48.048 --> 00:49.974 work . In order to install these 00:49.985 --> 00:53.009 components , we had to essentially 00:53.020 --> 00:55.279 disable the lock , something that we're 00:55.290 --> 00:57.401 not going to do during the navigation 00:57.401 --> 00:59.623 business season , of course . And so we 00:59.623 --> 01:01.623 had to do it during the winter time 01:01.623 --> 01:04.160 when the river itself is impassable to 01:04.169 --> 01:06.480 barge traffic that gave us a window to 01:06.489 --> 01:08.809 start construction in December . And we 01:08.819 --> 01:11.330 need to be done by early to mid March 01:11.339 --> 01:13.561 in time for the first barge to work its 01:13.561 --> 01:13.650 way up .
