PROJECT DESCRIPTION AND PURPOSE: The sponsor is proposing to develop the Kincaid Wetland Mitigation Bank. The proposed bank site is approximately 105 acres in size, including upland buffer areas. The proposed bank service area is the Rock Bank Service Area within the Mississippi River Basin.
