Donelan LGRWRP Mitigation Bank

The applicant is proposing to construct a wetland mitigation bank in Waseca County, Minnesota. The project site is an estimated 48.3- acre easement located approximately two miles southeast of Janesville, Minnesota. Situated within the Le Sueur River watershed, the land is currently in agricultural production.

Tamarack Creek ILF Site

The Wisconsin Wetland Conservation Trust (WWCT) proposes to construct the Tamarack Creek In-Lieu Fee (ILF) site in the Town of Trempealeau. The WWCT intends to restore approximately 38.28 acres of wet meadow wetlands within the ILF site. Wetland functions would be restored by disabling the existing tile, filling ditches, and returning native wetland and upland vegetation to the property. The site was historically drained for agricultural uses and is currently being hayed. The sponsor is proposing this in-lieu fee site concurrent with an adjacent bank site proposal, which are being designed to restore a contiguous wetland complex adjacent to Tamarack Creek on both properties.

Tamarack Creek Wetland Bank

The Tamarack Creek Mitigation Bank Site is a proposed wetland compensatory mitigation bank in the Town of Trempealeau, Trempealeau County, Wisconsin. The project site is approximately 48.26 acres located within the Upper Mississippi-Black-Root Bank Service Area (BSA). The site is currently used for hay production on agriculturally drained wetland and is bisected by a network of drainage ditches and subsurface tile. The site contains approximately 46.03 acres of field-delineated wetland, predominantly degraded wet meadow dominated by invasive reed canary grass, with a small wooded swamp community along Tamarack Creek in the western portion of the site. The objective of the project is to restore wetland habitat and improve wetland functions by filling approximately 4,616 linear feet of interior drainage ditches, disabling subsurface drain tile, controlling invasive species, and re-establishing native wet meadow and wooded swamp plant communities. The project is anticipated to generate approximately 32.50 wetland credits through a combination of re-establishment, rehabilitation, and enhancement across multiple credit areas.

Special Public Notice- 2025 Banking Listening Sessions After Action Report

The U.S. Army Corps of Engineers St. Paul District Regulatory Division (USACE), U.S. Environmental Protection Agency (EPA), and Wisconsin Department of Natural Resources (Wisconsin DNR) are announcing the release of the After-Action Report for the 2025 Banking Listening Sessions held on September 3, 2025 (Wisconsin) and September 17, 2025 (Minnesota). The agencies have developed an After-Action Report as one combined document for both states.

UPDATE OF THE JOINT 2013 GUIDELINES FOR WETLAND COMPENSATORY MITIGATION IN WISCONSIN

SPECIAL PUBLIC NOTICE: The Wisconsin Department of Natural Resources (WDNR) and the U.S. Army Corps of Engineers, St. Paul District (Corps) recently began an update of the joint 2013 Guidelines for Wetland Compensatory Mitigation in Wisconsin. We have developed draft outlines for the next version and are seeking public input on the outlines as well as additional information we should consider addressing in the next version. To facilitate meaningful comment, we are also seeking individuals who are currently active in the development or use of compensatory mitigation in Wisconsin who are interested in participating in a listening session. We will host the session July 6, 2023, and determine exact time and location based on interest. We are currently considering making this a virtual session. The session will aim to gather feedback from the mitigation community on crucial mitigation issues that need our clarification, with a specific focus on topics to include in the outlines and information needs or gaps that existed in the 2013 version of the Guidelines. If you are interested in the session, please register in advance by sending your name, organization, contact information, and whether you are primarily a mitigation provider or mitigation purchaser to Leslie Day (leslie.e.day@usace.army.mil) on or before June 23, 2023.

ANNOUNCEMENT OF RELEASE OF STREAM MITIGATION PROCEDURES

SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of its Stream Mitigation Procedures, Version 1.0 (Stream Procedures), applicable in both Minnesota and Wisconsin. The Corps will host an online outreach event on May 10, 2023, to review contents of the Stream Procedures and provide an opportunity for the public to ask questions about implementation of this document. The target audience is stakeholders, consultants, potential stream bankers, and other agencies. If you are interested in participating in this outreach event, please reach out to stpaulsqt@usace.army.mil to receive a calendar invitation. Please let us know if you are interested in attending, but unable to make the May session. We will hold additional outreach events later in the summer if there is demand.
