      <title>Belle Plaine PWA Boat Ramp</title>

      <description>The purpose is to redevelop the public water access to provide safe and resilient public access meeting modern design standards to withstand channel erosion and minimize impacts of sediment deposition from the Minnesota River during flooding events. The project minimizes operational maintenance costs and provides Aquatic Invasive Species best management practices (BMPs). The project is needed to address design deficiencies needed for loading and offloading modern watercraft and meet ADA parking requirements. A secondary need for the project is to provide bank stabilization and address recurring operational and maintenance costs associated with removal of the deposited sediment on the existing
ramp.

The Minnesota Department of Natural Resources has applied for a Department of the Army Permit for the removal of an existing concrete plank ramp, removal of accumulated sediment, and the installation of a new boat ramp 150-feet immediately upstream of the existing concrete plank ramp. The project also includes elevating the parking lot and installing a bituminous surface parking lot that includes ADA accessibility improvements, storm-water management practices, and an Aquatic Invasive Species (AIS) drain basin/tie-down stall. The proposed parking lot area will provide space to safely navigate and better accommodate tow vehicles and boats. The parking lot will also include ADA compliant parking. The parking lot will feature nine boat-trailer parking spots. Flush concrete curb parking barriers will be installed at the north and south ends of the lot to allow a better turn radius for tow-vehicles.&lt;br/&gt;

      <description>Compensatory mitigation banks are one of three types of compensatory mitigation where the aquatic resources on a site are restored, established, enhanced, and/or preserved for the purpose of offsetting unavoidable adverse impacts authorized by Department of the Army permits. Once the Corps approves a mitigation bank and the site achieves certain milestones and performance standards, the sponsor receives credits, which they sell to permittees with projects in a designated geographic service area who are seeking Department of the Army permits. The sponsor is requesting Corps review of a proposed compensatory mitigation bank under 33 CFR 332.8 and district guidelines for mitigation. As part of this review process, the sponsor has submitted a complete prospectus. The site is currently in agricultural production with a pattern-tiled drainage system. The restoration plan

      <description>SPECIAL PUBLIC NOTICE:  The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of its Stream Mitigation Procedures, Version 1.0 (Stream Procedures), applicable in both Minnesota and Wisconsin.  The Corps will host an online outreach event on May 10, 2023, to review contents of the Stream Procedures and provide an opportunity for the public to ask questions about implementation of this document.  The target audience is stakeholders, consultants, potential stream bankers, and other agencies.
If you are interested in participating in this outreach event, please reach out to stpaulsqt@usace.army.mil to receive a calendar invitation. Please let us know if you are interested in attending, but unable to make the May session.  We will hold additional outreach events later in the summer if there is demand.&lt;br/&gt;
