      <title>Kanabec County Project 23-01</title>

      <description>County Road (CR) 25 is currently a gravel roadway between CSAH 15 and Trunk Highway 65 and serves as a regionally significant route from Onamia to Hinckley. The road supports regional and local freight movement and local residents who live along the road. At its waterway crossings, water will regularly overtop the roadway which presents a hazard to the public and disrupts travel. Additionally, the existing road can only accommodate 5-ton axles, which limits efficient movement of freight and agricultural equipment and materials. The road also has substandard curves which present further hazard to the public.

The applicant requests authorization to reconstruct and make improvements to CR 25. The gravel surface would be replaced with a bituminous surface that would include two12-foot-wide travel lanes, 4-foot-wide shoulders, and 3:1 side slopes. Proposed work also includes excavating new roadside ditches that would be 8 feet wide at their base. Two (2) culvert stream crossings would also be replaced with larger culverts with riprap scour protection installed at the culvert outlets.

The project site is approximately 126.2 acres and is currently being used for sod farming. The objective of the project is to restore 72.2 acres of historical wetlands that have been drained by a system of ditches. The restoration will be achieved by filling the ditches and re-establishing the natural hydrology of the area,
which will support the development of diverse wetland habitats including deep and shallow marshes, wet meadows, and hardwood swamps.&lt;br/&gt;

      <description>SPECIAL PUBLIC NOTICE:  The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of its Stream Mitigation Procedures, Version 1.0 (Stream Procedures), applicable in both Minnesota and Wisconsin.  The Corps will host an online outreach event on May 10, 2023, to review contents of the Stream Procedures and provide an opportunity for the public to ask questions about implementation of this document.  The target audience is stakeholders, consultants, potential stream bankers, and other agencies.
If you are interested in participating in this outreach event, please reach out to stpaulsqt@usace.army.mil to receive a calendar invitation. Please let us know if you are interested in attending, but unable to make the May session.  We will hold additional outreach events later in the summer if there is demand.&lt;br/&gt;
