NESP Upper Mississippi River Mooring Facilities
The Corps is seeking public input on the locations, construction, and future barge use of the proposed mooring facilities. Specifically, the Corps is seeking information on existing significant resources or other environmental, historical, and cultural concerns associated with the Project. The Corps will use the public input to help guide Project decision making. To fulfill the National Environmental Policy Act requirements, the Corps will document and address the public input in an environmental assessment (EA). When the draft EA is complete it will be made available for another public input opportunity.

Upper St. Anthony Falls Outgrant Environmental Assessment
The proposed alternative would involve the issuance of an outgrant consisting of a lease for a 5.2 acre section of the USAFLD property to Owámniyomni Okhódayapi (formerly Friends of the Falls or FOF), a qualified non-profit organization for a period of up to 25 years.

Programmatic Agreement for UMRR, HREP, NESP programs
The Corps of Engineers has determined due to the nature of the Upper Mississippi River Restoration (UMRR) and Navigation and Ecosystem Sustainability Program (NESP), their generally shared multi-state geographic region and similar authorized purposes and undertakings, that a combined Programmatic Agreement is needed to clarify review procedures, improve consistency, consultation, and accountability in fulfilling its responsibilities to comply with Section 106 of the NHPA pursuant to 36 CFR § 800.14.

City of Aneta Water and Sewer Improvement Project
The purpose of the proposed action is to update the water and sewer systems in the city of Aneta. The project, to be undertaken by the city of Aneta, would consist of removing and replacing 44 blocks of existing cast iron water mains and services and installing new PVC pipes by open trench method and by horizontal directional drilling (trenchless) method of construction. The project also includes rehabilitation of 48 blocks of vitrified clay sewer mains by relining with cured-in-place-pipe (CIPP), which is a trenchless method of construction. The project will also replace water services, gate valves, non-working curb stops, rehabilitate manholes, restore pavement, hydrants, complete miscellaneous concrete repairs, and final site stabilization. Steel casing will need to be bored under the BNSF railroad tracks to allow for installation of the new water main looping which will provide a second connection to the northeast portion of the city.

Mouse River Enhanced Flood Protection Phases MI-6, MI-7, MI-8 and MI-9
The Souris River Joint Board (SRJB; the “requester”) is pursuing a plan to reduce future flood risks throughout the U.S. portions of the Souris River Basin by constructing a series of new levees, floodwalls, and other flood risk-reduction features. This plan has become known locally as the Mouse River Enhanced Flood Protection Project (MREFPP). The MREFPP would be constructed and permitted in a number of stages over the course of multiple decades, depending on available funding.

2024-00330-DDP (Northern, WIB22301-10-I-R23 Rib Lake Verification Digs_OO129106 Project (Douglas, Ashland and Price Counties))
Public Notice: As part of its pipeline integrity program, Northern Natural Gas has conducted an in-line inspection of the Rib Lake (WIB22301) and Carlton-Iron River (M432B) natural gas pipelines and identified segments that require visual inspection and possible maintenance work. Construction activities associated with the verification digs include the digging of a trench to visually inspect the pipeline and conduct maintenance to the line if necessary. Dredged material would be temporarily sidecast on construction matting within the work area and replaced upon completion of the project. Work is planned for the 2024 construction season and all temporary construction matting would be removed within 60 days of placement and disturbed areas would be restored to pre project conditions.

Public Notice: APPLICATION FOR PERMIT TO install up to 50 temporary dock/mooring buoy structures (31 seasonal, temporary dock structures and 19 seasonal, temporary mooring structures) within the St. Croix River along a stretch of 3,350 linear feet of shoreline directly adjacent to the City of Lake St. Croix Beach (LSCB) owned Shoreland Park. PUBLIC NOTICE: The applicant has applied for a Department of the Army permit to permanently discharge fill material into 0.77 acre of wetlands associated with the construction of a new 5,400 square foot all-inclusive fitness and wellness facility designed specifically for those with both cognitive and physical disabilities. The proposal also includes an additional 4,860 square foot facility for office space and an additional 12,860 square foot facility for basketball courts. Public Notice: Minnesota Department of Transportation is proposing to reconstruct 8.25 miles of roadway including the installation of turn lanes, consolidation of driveways to allow for larger turn movement gaps, intersection improvements (continuous T, roundabouts, frontage roads to accommodate consolidated driveways, etc.) and appropriate drainage work to account for widened roadway and realigned driveways and crossroads. In addition to the roadway improvements, a 10-foot-wide bituminous trail would be constructed adjacent to the east of the existing roadway.

The improved facility was designed to accommodate a growing population and to meet state and federal effluent quality requirements. SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of the beta version of the Wisconsin Stream Quantification Tool (WISQT) and Debit Calculator. We are requesting comments on these tools prior to finalizing them and releasing Version 1.0. We expect to collect comments for 60 days and then publish Version 1.0 in late 2023 or early 2024.

UPDATE OF THE JOINT 2013 GUIDELINES FOR WETLAND COMPENSATORY MITIGATION IN WISCONSIN
SPECIAL PUBLIC NOTICE: The Wisconsin Department of Natural Resources (WDNR) and the U.S. Army Corps of Engineers, St. Paul District (Corps) recently began an update of the joint 2013 Guidelines for Wetland Compensatory Mitigation in Wisconsin. We have developed draft outlines for the next version and are seeking public input on the outlines as well as additional information we should consider addressing in the next version. To facilitate meaningful comment, we are also seeking individuals who are currently active in the development or use of compensatory mitigation in Wisconsin who are interested in participating in a listening session. We will host the session July 6, 2023, and determine exact time and location based on interest. We are currently considering making this a virtual session. The session will aim to gather feedback from the mitigation community on crucial mitigation issues that need our clarification, with a specific focus on topics to include in the outlines and information needs or gaps that existed in the 2013 version of the Guidelines. ANNOUNCEMENT OF RELEASE OF STREAM MITIGATION PROCEDURES
SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of its Stream Mitigation Procedures, Version 1.0 (Stream Procedures), applicable in both Minnesota and Wisconsin. The Corps will host an online outreach event on May 10, 2023, to review contents of the Stream Procedures and provide an opportunity for the public to ask questions about implementation of this document. The target audience is stakeholders, consultants, potential stream bankers, and other agencies. If you are interested in participating in this outreach event, please reach out to stpaulsqt@usace.army.mil to receive a calendar invitation. Please let us know if you are interested in attending, but unable to make the May session. We will hold additional outreach events later in the summer if there is demand.

The application requests Corps authorization pursuant to Section 10 of the Rivers and Harbor Act of 1899 (Section 10) for work under a navigable water of the United States, and Section 404 of the Clean Water Act (Section 404) for discharges of dredged or fill material into waters of the United States. Joint Public Notice - Beta Streamflow Duration Assessment Method for the Great Plains
Joint Public Notice - Beta Streamflow Duration Assessment Method for the Great Plains - The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Omaha, Rock Island, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, and 8, jointly announce the availability of the Beta Streamflow Duration Assessment Method (SDAM) for the Great Plains (dated September 2022). The method is a rapid assessment tool to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northern and Southern Great Plains SDAM Regions. The beta SDAM may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, this method does not alter or change the definition of “Waters of the U.S.”
