NEW REGIONAL GENERAL PERMITS IN THE STATES OF MINNESOTA AND WISCONSIN, AND FEDERALLY-RECOGNIZED AMERICAN INDIAN RESERVATIONS - 12/20/2017: SPECIAL PUBLIC NOTICE: This notice announces seven regional general permits (RGPs) for use in Minnesota, Wisconsin, and within the exterior boundaries of Federally-recognized American Indian reservations. The seven RGPs will be available to authorize regulated activities which meet the terms and conditions of the RGP beginning on February 17, 2018.

2006-04211-RJH (Marinette County, WI) Subject: United States Navy Restricted Area-Marinette Marine Corporation Shipyard - 11/16/2017: SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers published a document in the Federal Register on May 24, 2011 (76 FR 30024), amending its regulations to establish a restricted area in the Menominee River at the Marinette Marine Corporation Shipyard in Marinette, Wisconsin. The Corps published correcting amendments in the Federal Register on April 4, 2012 (77 FR 20295), which corrected latitude and longitude coordinates and also revised administrative and enforcement responsibilities. The Corps is further amending these regulations to expand the existing restricted area to provide additional area of protection during the construction and launching of Littoral Combat Ships. The regulations are necessary to provide adequate protection of U.S. Navy combat vessels, their materials, equipment to be installed therein, and crew, while located at the Marinette Marine Corporation Shipyard.

2012-01421-DJM - MODIFICATION OF REGIONAL GENERAL PERMIT GP-004-WI - 10/18/2017: SPECIAL PUBLIC NOTICE: This public notice announces the St. Paul District Corps of Engineers Regulatory Branch (Corps) modification of regional general permit (RGP) GP-004-WI. This modification has been implemented to address the duration of authorization after GP-004-WI expires, and extend the expiration date of GP-004-WI from December 31, 2017 through January 7, 2018.

Guidance on Evaluating Potential Wetland Preservation Sites for Eligibility to Provide Compensatory Mitigation/Replacement in Minnesota - 10/5/2017: SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Branch (Corps) and Minnesota Board of Water and Soil Resources (BWSR) have developed joint guidance for wetland preservation mitigation proposals. This guidance applies to a potential site’s eligibility for approval under both Section 404 of the Clean Water Act (CWA) and the Minnesota Wetland Conservation Act (WCA) wetland regulatory programs. This is a joint effort between the Corps and BWSR to provide guidance to the public on submitting adequate preservation proposals for both agencies. Adherence to this guidance will help applicants assemble the necessary information and documentation needed by regulatory reviewers to effectively evaluate a site for eligibility.

ANNOUNCEMENT OF INTENT TO DEVELOP NEW REGIONAL GENERAL PERMITS - 7/11/2017: SPECIAL PUBLIC NOTICE: This public notice is to inform the public of the St. Paul District’s (District) intent to develop regional general permits for work in waters of the U.S. associated with utility line, linear transportation and minor activities not already authorized by nationwide permits. The regional general permits are proposed to be developed for use in Minnesota and Wisconsin, including Federally-recognized American Indian reservations. The regional general permits would be used to authorize work in waters of the U.S. that would result in no more than minimal adverse effects, individually and cumulatively.
