Corps awards final Roseau, Minn., diversion project contract

ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, awarded the final contract to complete the Roseau, Minn., flood diversion project July 9.  

R.J. Zavoral & Sons, Inc., from East Grand Forks, N.D., was awarded a $12 million contract to begin working on the final phase of the diversion project once all of the necessary bonds are secured and the Corps issues the notice to proceed.  

The final phase of construction includes completing approximately 6,500 feet of the diversion channel, and the channel inlet and restriction structures. The work is scheduled to be completed in the fall of 2015. 

The Corps and the city of Roseau began constructing the project in 2009 and have collectively invested more than $29 million to reduce the flood risk within the community. The project consists of a 4.5-mile diversion channel that will reduce river flows within the city and more than 45 acres of recreation opportunities to include a scenic overlook, two interpretive sites, birding sites, 9 miles of off-road vehicle trails, 7 miles of multi-use trails and more than 4 miles of canoe trails.

The nearly 650 U.S. Army Corps of Engineers, St. Paul District, employees working at more than 40 sites in five upper-Midwest states serve the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. Through the Corps’ Fiscal Year 2011 $175 million budget, nearly 2,800 non-Corps jobs were added to the regional economy as well as $271 million to the national economy.
