Souris Court Levee Repair, Minot, ND

Location/Description
The Souris River flows from Saskatchewan, Canada, into North Dakota and then back into Canada. Minot is a city located in north central North Dakota with a population of approximately 46,000 residents.

Background
Above normal precipitation during the summer and fall of 2010 left much of the eastern portion of Saskatchewan saturated. The winter of 2010 and 2011 saw snowfall significantly above normal throughout the basin. The Souris River in the Minot area started to rise in April 2011 and continued to rise throughout May 2011. Excessive rainfall throughout the basin contributed to the flooding issues, causing damage to many levees, including the Souris Court levee.

Multiple levees and pump stations were repaired in the Minot area. Initially, it was unclear if the Souris Court levee was a part of the federally authorized project. Subsequent analysis determined that the Souris Court Levee is part of the Federal project and eligible for repairs under Public Law 84-99.

Status
Souris Court levee repair funds were received in October 2014 for engineering and design, and construction funds were received in 2015. The construction contract was awarded in August 2015 and work was completed in 2015. The project was transitioned to the non-Federal sponsor in September 2016. The Corps will continue to perform annual inspections of the project as part of the levee safety program. The non-Federal sponsor will be responsible for maintenance obligations as described in the Operation, Maintenance, Repair, Rehabilitation, and Replacement Manual.
